Reconciliation




From Wikipedia: Clinton wanted to use reconciliation to pass his 1993 health care plan, but Senator Robert Byrd insisted that the health care plan was out of bounds for a process that is theoretically about budgets.

  1. The entire process is sickening. They should stick to the Constitution.

    Indeed, Article 1, Section 7 of the Constitution couldn't be clearer: "The votes of both Houses shall be determined by yeas and nays, and the names of the persons voting for and against the bill shall be entered on the Journal of each House respectively."
